What is a U.S. Pursuit Lead Cable?

Though published in Homeland Security’s fiscal year 2014 “Budget in Brief” as one of the Department’s FY12 accomplishments (and FY2015BIB/FY13), it is impossible to find any mention of Pursuit Lead Cable beyond Church Publishing. U.S. Department of Homeland Security Office of Intelligence and Analysis (I&A), a component of Analysis and Operations granted $302,268,000 by President Barack Hussein Obama for fiscal year 2015, reported it developed this activity referenced as Pursuit Cable and Pursuit Lead Cable in separate documents.

Without defining Pursuit Lead Cable, despite efforts by Church Publishing to obtain over one hundred pages of documents pertaining to FOIA Request 2014-IAFO-0246, the words pursuit – lead – cable used in conjunction indicate this DHS order is an electronic wire transmitting advance information like intelligence to follow another human being without obtaining a warrant in the administration of justice and may circumvent due process.

Constitutionality

DHS again prides its Analysis and Operations organization in Secretary of Homeland Security Jeh Charles Johnson’s first budget report as its top executive claiming that in FY 2015 one FY13 accomplishment was I&A “disseminated 54 DHS Pursuit Lead Cables.” But, before attacking its constitutionality, Church exhausted its resource to review Pursuit Lead Cable via FOIA Request 2014-IAFO-0246 then appealed to the Department of Homeland Security’s Associate General Counsel (General Law). That appeal of exemption written March 9 passed a legally binding deadline set by 5 U.S.C. 552(a) without determination. IAFO-0246 may now be legislated to a U.S. District Court for jurisdiction to enjoin The Department from withholding and order the production of documents after their examination.

So what is a Pursuit Lead Cable and what does it do for America’s security? Are these Constitutional and why, considering the Nation’s Counter Terrorism Center, Justice, State and Defense Departments, is Homeland Security deploying HUMINT instead of detaining suspects; where’s Pursuit Lead Cabling happening? Answers to these questions and more might have to wait for court-ordered release of hundreds of documents pertaining to Pursuit Lead Cable denied on grounds of Executive Order, covert activity by DHS, and secret policing.
